Home Weatherization Assistance Program (HWAP)

Increase The Energy Efficiency of Your Home

The Ohio Home Weatherization Assistance Program (HWAP) is a NO-COST energy assistance program designed to increase the energy efficiency of homes owned or occupied by income-eligible Ohioans. HWAP is federally funded by the U.S. Departments of Energy and Health and Human Services and administered in Ohio by the Ohio Development Services Agency.

Counties:

  • Franklin, Lorain, and Richland.

Includes:

  • Energy inspection to determine which cost-effective weatherization services can be installed.
  • Safety inspection on the gas appliances such as the furnace, stove, and water heater.
  • May also include attic, sidewall and floor insulation, duct and air sealing, and tune-up or replacement of inefficient furnaces and water heaters.

Requirements:

  • 200% of the federal poverty guidelines or below.
  • Must have a furnace and fuel service must be active.
  • If the furnace uses fuel oil, the household must have at least a 3 month supply on hand.
  • Home owner or renter (Landlord authorization required).
  • No major roof leaks, excessive mold, standing water, or other issues that would prevent safe, effective insulation.
  • All work must be determined to be cost-effective by the comprehensive National Energy Audit Tool (NEAT).
